This Anon found that fill to be very delicious, and it just so happens that it can also be the reason to my own request.

Somehow and without him knowing, America manages to slip a small, unnoticeable, remote controlled vibrator into England just before they have a big meeting with everyone. During said meeting, England is speaking and America, holding the remote, starts messing with the options. Maybe America feels as if he didn't get enough payback~? Meanwhile, England tries his best to uphold his image.
