Okay, so, Japan has a massive fetish for cherry blossoms, cherry blossom trees, the whole deal.
And Japan gave America over 6,000 cherry blossom seedlings to beautify Washington D.C.
America things giving people flowers is a nice post-occupation/rebuilding thank-you gift. Then someone clues him in that's it's totally a kinky come-on, the equivalent of giving somebody an obscene leather corset.

(Oh, and don't worry too much about the timeline. I think there were actually two different sets of seedlings sent, one pre-WWII and one post-occupation? So whenever works.)
