Personality:
Guy lacks people skills. He's spent most of his life working for the Koopa Troop, and never bothered to learn how to deal with people outside of a military environment. That's been fine in the past, but now he's left the Koopa Troop out of guilt over having betrayed Bowser. So he's not a sergeant anymore, and he has no idea what to do with himself. Furthermore, he's turned himself into a gijinka, which works well for getting a fresh start with a new face, but he's never really had a face before. Not having his mask between him and other people makes him very nervous. He still carries the mask with him and may retreat behind it when scared. He has trouble looking people in the eye. He's a bit of a nervous wreck at times. He's also a little passive-aggressive.
Guy's self-esteem is at nearly zero right now. He used to think highly of himself as a good soldier (Well, okay, maybe just an almost-decent soldier), but then the whole Fawful-invading-and-taking-over-everything thing happened. Guy feels guilty about having betrayed Bowser, but still feels like it was the smart thing to do because it's not like it looked like Bowser was going to win anyway. He feels doubly guilty that he feels this way. Guilt stacked upon guilt, basically. Furthermore, dealing with the fallout of his actions and all of the ire that he finds now directed at him has been too much for him to bear-- his nerves are shot, and his goal in life is to just get away from everything and make a nice living as a hobo or something. He's thinking of going back to middle or elementary school-- his human form looks young enough, anyway, and he never really got much of an education as a kid anyway. Besides, it might distract people away from what he's done if they think he's younger than he is.
He's bad at approaching people. If he really wants to talk to someone, he's likely to just stand nearby fretting over whether they want to talk to him or not. If someone is nice to him, he'll be very nice in return. If they're not so nice, his response might be anywhere from telling them what they want to hear while thinking ugly thoughts about them, forming feeble arguments, or just shutting down and standing there.
Backstory:
Guy joined the Koopa Troop as soon as he was old enough to pass for an adult Shyguy-- which isn't very old at all, since they're all so tiny anyway. Life from there on was pretty normal for a minion-- he'd get sent to stop Mario, end up getting stomped on, rinse and repeat. Nothing special at all.
Then, one day a crazy bean-scientist and his big piglike minion bust into Bowser's castle while Bowser was MIA and very quickly took it over. Guy and two members of his squad-- Private Goomp and Corporal Paraplonk-- managed to escape, taking a cannon with them. They ran into Bowser, who helped them find ammo for the cannon and fired it at Bowser's newly-taken-over castle. This ended in a giant battle between Bowser and the castle, and when it was all over Guy and his squadron were nowhere to be found. The three eventually decided that, since it honestly looked like Fawful was going to win this time, they ought to get on the winning team sooner rather than later. So, when Guy ran into Bowser again, he and his squad tried to get rid of Bowser: first by luring him in front of the Fawful Express, and when that didn't work, by shoving him into his own safe and tossing him in the trash.
Guy felt pretty good about it at the time.
However, Bowser ended up defeating Fawful (some plumbers might have had a hand too), leaving Guy and his squad to realize their mistake. They begged Bowser to let them back into the Koopa Troop, which he did. Things were not so rosy afterward, though-- many of the other members of the Koopa Troop resented the three for their betrayal, and Guy took most of the blame since he was the superior officer and therefore responsible for his underlings' actions. Guy tried his best to just ignore them and get on with his life, but he quickly realized he couldn't stay there any longer. He hated himself for turning traitor and couldn't bear the ire of his peers. One day, he was absently toying with the wand he always carried but never used. His mind was on what he was going to do. Suddenly, he dropped the wand and accidentally triggered a spell that turned him human. He realized that this was exactly what he needed to get a fresh start. After figuring out how to undo and re-do the spell (in case he changed his mind), he set off in search of a new life.
What brings this person to Diamond City?:
He went to the bus station and asked for a ticket going as far away as their buses would take him. And here he is.

Misc. Notes:
- He'll start out living in a hotel, as he still has some money left from the bounty he got from betraying Bowser. If he doesn't have a job/someone to mooch off of by the time his money runs out... well... sometimes you can find some nice boxes on the street, yeah?
- He likes to pick up random things he finds, such as the magic wand and pipe that are always in his backpack. Said backpack is similarly filled with other miscellaneous things he's found lying about. If he gets desperate enough, he might even be tempted to sell these things.

Any characters who are loyal to/sympathetic with the Koopa Troop are perfectly allowed to pick on him. Or any characters who don't like traitors. Ooooor if they just don't like his face or something. Really, go nuts. But it would be nice if he made friends with someone, you know, so he has less reason to just run away again...

Um... This place is so big! A lot bigger than the cities in the Mushroom Kingdom. I hope it's not too expensive to live here...
Oh, and it's full of humans too. With their arms and legs and faces. That's so unusual. I've never seen so many humans together before... oops, I'm human too now, aren't I? That works out perfectly, then. With so many humans here, and with me being a human, maybe nobody will ever notice me.
I really, really hope no one notices me.
I'd like to be a fly on the wall. Except not the sort of fly that gets swatted. I want to be the sort that doesn't get noticed and just kind of sits there. Like a rock. Can I be a rock?
Hm, no, I can see that ending badly. Also I think I derailed my metaphor.
Hummm... now I've just got to find a hotel or an inn or something... I wish I had a map...
Third-Person Sample:
Guy sighed as he looked up at the dumpster, wondering what might be inside but dreading wading through it. He missed the Mushroom Kingdom, where there were question-mark blocks everywhere full of all kinds of cool stuff. Diamond City had cool stuff too, but it was harder to get at.
He jolted at the sudden sound of something hitting a trashcan. He saw no one there. A helicopter whirred past him overhead, unaware of what it had left behind.
Guy reached up and fiddled with the mask on the side of his head. He glanced around. No one was around to see him...
He walked over and pushed aside the now-dented trashcan. The object had hit the can's lid and fallen to the ground. Guy picked the thing up, turning it in his hands. It was awfully shiny. He didn't have the faintest clue what it was, but shiny objects were always good. He pulled his backpack off of his shoulders and placed the object inside, next to some plushies so it wouldn't get scratched or anything.
As he put his backpack back on, he looked up and watched the helicopter leave.
“I hope that wasn't important,” he mumbled to himself.
