Someone from Luke's organization got to him under the pretense of being able to help get him away. Apparently he asked how Luke had managed to stay under the radar this long, saying it would be useful information to capitalize on to keep him safe wherever he was going, and Luke told them what he knew. He admitted it to me; apparently the meeting

You can tell him he's safe, and that we're not going to turn him out for as long as he feels he needs to stay here. Does he think that this organization of his is likely to be a threat or a problem for us in the near future?

He's conditioned to see threats in everything; if I had to guess, given he time it took to get this information at all, the limited security on this building, and the fact that he's obviously still here, the organization either doesn't see him as valuable enough to take direct action over or isn't interested in tangling with Torchwood for their own reasons. Luring him out in the first place indicates they're playing this cautious, anyway.
