Don't follow it exactly... I mean, you can, but remember this depends on the picture you use, as well. Feel free to experiment! :)
01. Crop your base.
02. Duplicate layer and set it to Screen.
03. Add a new layer filled with #00072B and set it to Exclusion.
04. Add a new layer filled with #FCE0B3 and set it to Darken.
05. Add a new layer filled with #D1FFFC and set it to Colour Burn.
06. Duplicate your original base layer and drag it to the top of the layers (above step 05), and set it to Soft Light.
07. Add a new layer on top of everything and fill it with #FCE0B3. Set it to Darken.
08. Add a new Colour Balance layer, and use these settings: Midtones: +4, 0, -7 Shadows: +5, -21, +57 Highlights: -11, +1, +9. Have Preserve Luminosity checked.
09. All the way on your beginning original base (step 01), lightly blur any background areas, in order to make the subject of your icon stand out more. In my example, I blurred the space in between Cedric and Harry.
10. On the same layer, lightly sharpen your subjects (Cedric and Harry).
11. Going back to the very top of your layers, create a new layer. Use a soft brush (mine 56px.) and paint on a small red (#FF0000) dot in your icon (anywhere you like, mine's in the centre). Set that layer to Lighten.
12. Add whatever text you like (if you feel like it), and you're done! :D
