It's essentially about letting go. The first monk saw a problem, dealt with it and moved on. The second, worked it up into a bigger problem until he couldn't help himself and had to ask the first about it, therefore, he was still "carrying" the woman.
I like these kinds of tales because they're thought-provoking.
