Are your minutes peak or off-peak, mostly? I am with O2 on pay-as-you-go and my phone costs me less than £10 a month - I get 150 free off-peak minutes and 300 texts, but I think there's an option to get more minutes and less texts if you want; I never use all mine as it is so haven't bothered investigating fully. The catch is if you use your phone during peak time (weekdays before 8pm) the call rates are quite high; but even making a few peak calls my bill isn't much. I don't think I've seen any contract rates that are lower...

3 give you something like 500 minutes (any time, any network) & 100 texts a month for something like £30 a month, & i've never had any network coverage problems.

depending on whether or not you use your phone to look at web pages (i do, because i have the nokia blackberry-alike with the qwerty keyboard - e61 or e31, i can never remember - & it's not too much of a pain) they also bundle a certain amount of included bandwidth which is fine enough for your occasional checking of email whilst on the train & maybe be odd other website; if you use googlemail for your email there's quite a good phone applet which makes it easier still to use, & also cuts down a lot of bandwidth usage too.
