The goal is to start writing new fics now. So it will take some time to write them. When they are done starting on the 25th, I will make a weekly post where you can post your fics.

Yes you can post them in your journals (preferably with a link that says "written for hiatus_glee")

I was thinking about doing February, but I was confused about #60 watch Glee on Fox. Should it have that text or just something to do with Glee and Fox?

Sure the icons can be animated. Try to have them fit LJ's icon requirements, tho.
