FIRST: crop your base, I'm using this one from lost-media.com



SECOND: duplicate your base three times. Set the first duplicate to screen, the second to soft light, both at 100% opacity, and the third to screen, this one at 50% opacity



THIRD: go to Layer > New Adjustment Layer > Selective Coloring... and use these settings:
REDS: cyan:-100; magenta:+27; yellow: +100; black:-19
YELLOWS: cyan:-100; magenta:-30; yellow:-52; black:-16
GREENS: cyan:+100; magenta:+78; yellow:-100; black:-46
NEUTRALS: cyan:+6; magenta:-6; yellow:-13; black:-4



FOURTH: go to Layer > New Adjustment Layer > Selective Coloring... again and use these settings:
REDS: cyan:-8; magenta:-27; yellow: 0; black:+16
YELLOWS: cyan:-100; magenta:+27; yellow:-18; black:-5
NEUTRALS: cyan:+7; magenta:-6; yellow:-13; black:+10



FIFTH: go to Layer > New Adjustment Layer > Curves...
RBG: Input:116, Output:185 (preview)
RED: I:131, O:203 (preview)
GREEN: I:183, O:204 (preview)
BLUE: I:87, O:197 (preview)



SIXTH: go to Layer > New Adjustment Layer > Hue/Saturation...
Hue:0, Saturation:+15, , Lightness:+5



SEVENTH: last but not least, go to Layer > New Adjustment Layer > Color Balance...
Make sure Preserve Luminosity is checked.
MIDTONES: Color Levels: -28/+7/+7 (preview)
SHADOWS: Color Levels: +4/+5/+27 (preview)
HIGHLIGHTS: Color Levels: 0/0/-6 (preview
