in europe you only needed to learn two languages, can be english and french in germany for all they care.. as long as it's two languages originated from europe.

We were made to take German classes in school, but not a lot of it stuck since I was kinda young. Plus, I lived on a military base, so I didn't really have to learn it.

When we went off base, I usually let my parents/siblings handle that. In general, I would say there's a need for it if you live in the country. Most people knew at least enough german to get what they needed.
