Answer by saying "this is the NSW police department. Your call is being traced, pleased hold the line".

Or get a whistle and blow it at them :)

they called a 3rd time tonight just after i made the post. this time i answered but said nothing and listened. then an operator announced herself in broken english telling me a $90 bill is still unpaid, and that she could fix it up over the phone right now. i didnt catch what company she was calling from but i know i have no such outstanding bills, i told her i have no credit card and i will bpay it later, she hung up.

i'm not sure if i'm mistaken and i do have an outstanding bill, or if this is some scam. i have to wait until monday to call all my billers and check what is outstanding.

You can call your provider, they will want to know how many times it has happen. They will send a warning letter to whoever is doing it and if you realy want to know who is doing it, youc an put in a police report and your provider will release the number to the police and you.
