Detroit, a city with almost a million people ( http://quickfacts.census.gov/qfd/states/26/2622000.html , and I'm sure more when you count the suburbs, but we're talking about the "City of Detroit" in this instance, no?), can't raise enough tax revenue to run the zoo?
As Dr. Martin would say, Detroit doesn't have a money problem. They have a money management problem.
The Zoo, though not in the city proper, is owned by the city. Therefore it is run by Detroit and funded by Detroit's revenues... it does not draw on the other 4-5 million some-odd people in the D area.
A proposal that's been mentioned is to sell the Zoo to Oakland County (which is where it's located)... that may even be mentioned in this article, I don't remember (I've read so much in the past coupel days) but that, to be sure, would be racist as well.
