Software used: Photoshop 7. Can probably be translated.
1) Take your image, and crop it. Place it on a blank 100x100 document. Sharpen if you need to (I did).
2) Duplicate that image, and drag it to the right.
3) Merge the two images, and duplicate. Set 2nd copy to Soft Light, 100%.
4) Duplicate the Soft Light layer, and let it to Gaussian Blur, 0.6 (or whatever looks good with your icon).
5) Make a new fill layer. Fill with #001C3C. Set to Exclusion, 74%.
6) I don't want the white part of the icon to have the exclusion layer, so (while still on the Exclusion layer) I went to
the Rectangular Marquee Tool..
and selected the parts of my icon that I wanted white. I deleted the part of the Exclusion layer I selected
(make sure the layer mask is unlocked) ..
and did the same for the other white parts.
This is what your layer palate should look like
(the black parts of the layer mask is what you deleted)
It probably sounds confusing, but that's just because I suck ^^; i'm sure you'll be able to figure it out.
Now, we have
7) Woohoo, the fun part!
Take this brush

8) Take this gradient made by me
and set it to Lighten, 100%.
9) Make a new fill layer, and fill it with #ECECEC. Set to Color Burn, 100%.
You're finished!
