Personality:
Hina is often the epitome of the Ice Queen - aloof and somewhat ruthless, she manipulates her underlings with ease, generally with her physical charms. Happy to take advantage of any weakness, she's also ambitious and not one to back down in a fight (physical or otherwise) unless she can see a better way to achieve her goal.
Despite her coolness towards people and her sarcastic, rather bitchy demeanour, Hina is an utter professional; although she seems to be willing to risk getting into trouble for the sake of close friends, despite being a model officer herself.
Intelligent and resourceful, Hina isn't above attacking weakened enemies, more interested in her duty than any 'honor'. Her friendship with Commodore Smoker suggests that she appreciates forthrightness and strong will, and she doesn't overestimate her abilities or bear grudges against those who succeed against her.
Strengths/Weaknesses:
Hina is a skilled leader and manipulator; she's also fairly well-versed in discretion and diplomacy when faced with superiors. Extremely good in combat, Hina is intelligent and a good tactician, keeping good control of her temper. She's calculating but - with friends - highly loyal.
Used to combat, and in an organisation with few women, Hina is used to overcoming obstacles and will not back down easily, either in confrontations or in general. Rather than rejecting her feminity, Hina has turned the supposed weakness into a strength, using her looks to manipulate her men and make people underestimate her, proving her ruthlessness.
... She's also an expert in haircare, as evidenced in her every appearance.
As for her weaknesses, Hina likes to look good and have minions - and if she can't do that, expect her to be seriously pissed off. Hello, weeks of roughing it with no-one to do her bidding!
Aside from that, Hina is... blunt. And not very sociable. And - well, kind of an asshole to people she doesn't think she can gain anything from. She's stubborn, and has little to no interest in time-wasters, screw-ups and the like, being far too career-minded, and despite that she thinks people who take too much notice of her looks are idiots, she's still more than a little annoyed when she attempts and fails to take advantage of people's interest.
It takes a long time and a strong personality to get Hina to have any real affection for someone; mostly, she uses people and is unashamed of it.

[Yes, that's the sound of someone punching a big, metal bird. Really.] - that anyone who has Marine affiliations or can give a full report on this location, contacts Hina immediately. Immediately. Hina won't accept excu- [And now for some more punching sounds, along with a frustrated growl, and the squawking of one very ticked off Skarmory.]
... Hina is starting to get annoyed now. Anyone who knows how to get rid of stupid birds may also contact Hina, at once.
Third Person Sample:
The bird - and Hina had seen seen weirder types on her travels, but none of them quite so attached to her (although she couldn't fault its taste) - was still following her. On the one hand, it was yet another indignity on top of all the others currently being heaped upon her; on the other, it was a ready food supply if worst came to worst.
She hit it. It came back. She kicked it. It came back. She tried to use her Devil Fruit on it, and that didn't work because - well, because it wasn't working at all. When Hina found out who was behind that little inconvenience, they'd be getting a good few punches before she arrested them.
The only mercy of the whole situation, Hina mused as she left the ridiculous little 'town', was that Jango and Fullbody hadn't been dragged along with her to this pitiful little place. That and the fact her PokéGear was pink. At least she'd be nicely co-ordinated for this misadventure.
More importantly though, she might need to get a new pair of shoes. All the blood from those little rat creatures that kept jumping out at her was just ruining them. One would think they'd have learned after the first few Hina had killed, but apparently they lacked any form of survival instincts.
Another distracted punch sent the metal-bird creature flying back, and Hina paused in disbelief as some little twerp bounced forwards from where they'd been wandering (aimlessly, it seemed) through the grass, waving one of those little ball things Hina had found several of in the backpack.
"Hey!" the girl beamed, still thrusting the ball forwards as if Hina was meant to actually have some form of interest in tacky-looking rubbish like that. "You! I challenge you to a battle! One-on-"
Hina finished the battle pre-emptively, with a solid blow to the child's jaw (let it not be said that she was cruel - she was careful enough not to break anything, especially her nails) and continued on, leaving the unconscious ten year old behind her. Anyone who was stupid enough to challenge a Marine Captain to a battle deserved more than that, frankly. Sometimes Hina cursed how gracious and merciful she was. It was tragic, really.
If only the metal-bird was so easy to shut up.
