For the cat pee problem, wash your clothes immediately with a bunch of baking soda in addition to whatever you normally use. Smell them when they come out of the washer to make sure the smell is gone, and rewash if necessary - don't dry them until you're completely sure, because that will fix any lingering odor. For the screen problem, you can try peppermint oil or cinnamon in front of the windows. You could also seal the gaps yourself - run around the outside edge of the screen with masking tape. If there's actually holes, you can buy screen mending kits at the hardware store that have, basically, adhesive screen stuff.

I've got a tube of silicone . . . grout w/e stuff that might work for the window issue.

Also, how much baking soda? Like one of the larger container things you can get at the grocery store?

Looking at my windows, there aren't any holes in the screens, so I'm guessing they're getting through the cracks in the frames around the screens.

I'm not really sure how much - a cup maybe? I don't really measure, I just dump it in.

For sealing the windows, I am not sure i would use silicone grout, since that will make it tough to remove the screens if needed. Bugs probably are coming in around the windows though.

There are no openings in the screen from what I can see (like they aren't torn or whatever). But there are cracks where the casement for the screen connects to the rest of the window, if that makes sense.

Apartment mgmt has said that they'll be replacing the windows this spring, but that remains to be seen. Meh.

Peppermint oil & cinnamon will probs work for a while. I know my parents have been using peppermint oil to keep ants out for a while now (eucalyptus works to ward off mosquitoes? I think). I can't use citronella/lemongrass oil since I have an allergic reaction to it--which really sucks, since citronella is what eeeeeeveryone uses to keep bugs away.

You can add vinegar to the wash for the cat pee (also good for messes on the carpet). I would just eyeball it, like a cup or two a load probably. Throw it right in with the water. Your clothes will not smell like vinegar.
Baking soda is also something to try in the wash. Not sure about at the same time though.

I have *just* been dealing with this very thing for about two weeks now with an elderly cat urinating on my carpet. I found this home remedy and it works, guaranteed.

Mix half white vinegar and half water in a bottle (for a small item, 1/4 cup of each)
Saturate garment and then press out excess moisture with an old towel or rag (to be tossed out after) you could. use a ton of paper towels too.
Cover area with a good amount of baking soda.
Sprinkle liberally with a mixture of 3% hydrogen peroxide (1/4 cup for small garment) with a squirt of dish soap.
Let dry.
Launder.

I promise this works, and it's cheaper than buying enzyme cleaner made for pet messes.

I heart my kitties, but 3 cats (I'm fostering one--the other two are mine that I've adopted) in a 1 bedroom apartment is . . . stuffed. I'm hoping that the tabby gets adopted soon.

1 cup of vinegar in the wash or Odo-Ban, 1 cup in the wash:

http://www.odoban.com/

I have used both of these for years - let me clarify not usually from my own cats! I used to work in a cat only clinic and I help speuter feral cats once a month and let me tell you un neutered male cat pee is the WORST and I have gotten it out of scrubs no problem.

On the plus side you may be able to use the Odoban spray for the screens though if it were me I would find a physical barrier if possible. Bugs are ew.

The bug thing will hopefully mostly be solved once I get a portable AC (my previous post).

And thanks for speutering feral cats. My cats have all been ferals who were rescued and who are now quite happy to be domestic.
