[When he first hears the ping he's already dropping the communicator and going to turn, drawing his blade, although he's already aware there's a severe disadvantage in this atmosphere because he's not quite sure where the ping is coming from other than its sound. Therefore, he's not quite sure where the owner of the item responsible is-if they're even behind.
The Captain took it upon himself within the chaos to see if he could track Dent down on his own, and his hunt seems to have ended in a redzone according to the Nuadorian map and that's now where the two of them stand.

[This is his mistake.
His mistake is hesitance in seeing two sides of the living coin, the good and the bad of this man. Two-Face and Harvey Dent. This wasn't the same as Aizen; Dent wasn't a mask hiding Two-Face. Here it was as if they were completely two different people. And in that moment of hesitance, Hitsugaya knows he should take advantage of this conflict betweeb the personalities, but instead initiates his own, wondering if he should instead try to reason with Dent and see if he can help him overcome Two-Face.
Either way, the shinigami is not quite as unprepared as the shinobi in their awareness of a gun. And if that gun goes off in the end, he's ready to move or deflect the bullet. He knows he's fast enough, even here, in this disorienting place. As long as he can keep an eye on Dent, it's not a problem.
And then there's the slightest tilt in his vision- the ground starts to lift itself diagonally, like he's just finished a ride on a merry-go-around.
