#2 - I had the same desire a few years ago, and somebody gave me the World Food Cafe Cookbook, so I resolved to cook my way through it, starting at page 1. It's a pretty good way of getting a feel for cooking in general, rather than learning specific dishes by rote.
Canada is quite lovely, although the places I've been to, all on the east coast, are kind of sleepy. I've heard that cross-Canada roadtrips are fun. I'm biased, though, because I really want to work in New Zealand for awhile.
