Most likely because the graphic release is of a recent printing as opposed to an original. Original Birth Certificates are signed documents and there is no signature on this one. When the original is lost the issuing authority can print out a new cert and mail it to you. If you requested a new copy of your BC you would get one printed last week and it wouldn't look old.
