Cincinnati is a cheap place to live. You can get a one bedroom apartment for anywhere from $350 - $700 a month, depending on the neighborhood and how nice/big it is. The city is a little ghetto, but it has its cool parts. Good club scene if you like that stuff. I don't know about the gallery scene, but there is a pretty good undergroundish art scene. The art school is good and on Mount Adams, which is a great part of town. The Cincinnati Art Museum is not great, but decent.

Atlanta is huge, and living is somewhat expensive. Lot's off cool little neighborhoods though. The art scene is not amazing, but good. Lots of galleries around. Don't know anything about the school, really. The High Museum of Art is pretty nice, but not amazing. Tons of nightlife options and lots of good musical shows come through town.
