I read somewhere that the best argument why people are still buying pirated stuff (as in VCDs and DVDs) is censorship; some people buy pirated only because they can be assured that they're getting their full RM6 worth, instead of buying an original for $30 with cuts.

That's true, although it doesn't explain why people buy pirated computer software, or DVDs of Finding Nemo....

Yeah it doesn't, it just another one of many contributing factors to why piracy is so appealing, and like you said, unless you address the root causes accurately, all this propaganda 're-education' is not going to work even a bit.
