You might want to find a nearby AT&T office, if there is one, and go in and complain in person. It's worked well for us with Charter--on a couple of occasions we've gone in there very mad, and they've been so helpful in person that we never even got to yell at anyone. So sometimes seeing them in the flesh can get more done, since you're directly in front of them...
