Umbrella's plan was to find out which one of them was worthy to test the Nephthys virus on. But since Raina was the only one left, since she betrayed Wesker and Cathryn, they took her instead.

yeah, I got the first part, but I wondered why they let them escape so easily, since they didn't work out who's the strongest one and that's why they initiated everything... and now they just give up and take Riana?

Well, they would have tried to see who was the strongest. They would have gone to get Sam, Dean and Anna, but Raina activated the self destruct, so they were left without a choice, really.
