A) I looked up one variety of biodegradable plates, and they're touted as being composed of 100% corn starch. In the event something like that should dissolve into your food, it wouldn't be toxic. Not sure if this is what you have at work, but if it is then it's harmless unless it's literally eating holes in your cup and making a mess.
B) Are you really eating soup that close to boiling point? While cooking, sure, but afterward it would cool pretty quickly.
