Information: Togusa's just zis guy, you know? He's a police detective from Japan in the year 2032, and works for Section 9, the elite counterterrorism agency staffed mostly by ex-military cyborgs with questionable histories and morals. He has some slight cyberbrain augmentation, which is the norm for professionals in his setting, but is otherwise still made entirely of meat, unlike the Major, and he's ambivalent about cybernetics for himself. Togusa is an honest cop and fundamentally decent guy. He's a workaholic, has a wife and two kids, and terrible fashion sense. There's nothing he's keeping secret about himself personally, though there's a great deal about his job he doesn't talk about because it's classified.
Accessible to: For basic things, gods and characters who can access the information resources of his world. For secret information that you'd only know if you watched the show, gods and characters who can hack Section 9 computers. If he or one of his canonmates told your character, that's IC knowledge and perfectly fine.

At the point in canon where the Ghost in the Shell cast is right now, Section 9 is still technically covert, and the fact that Togusa, Batou, and the Major are police officers is not open knowledge on the community. Ha. Like that was going to last.

Hacking: He's good but not great, but he's also backed by the Section 9 computers. Gods, extremely good hackers, and not-so-good hackers with better tech than he has can blow through his locks--players of those characters don't need to ask before hacking one of his locks. If you're not sure your character falls under one of those classifications, ask first.
Posts and comments marked "unhackable" are just that; through the magic of the community, Togusa occasionally gets lucky. This rarely happens, because as a rule, it's much more fun for locks to fail.
