Well, if she's a drinker definitely don't be stand offish with her- be friendly, and if you can make nice at first you won't have to deal with an obnoxious drunk person who doesn't like you in the long run. Also, if she has kids see if any of them are responsible, employing neighborhood kids for babysitting is a great way to build family friends/connections. Even if it's only once in a while. Say even you're still at home, you just need to get something done, having a young teen sit and play with the baby is a great way to keep an eye out on the baby without needing to hawk every moment.
Make it positive, you don't need anything negative right now. :)
I should also reply that not all drunks/alcoholics are awful parents. My boss Catherine is a crazy drinker and her kids adore her. They get rambunctious and fun, perhaps a little loud but are still fun/good people to be around.
I would really try to make friends first, having neighbors that don't like you are really hard to deal with. We had the family next door move out just last year and the last year they were here was really hard. And we didn't even particularly have problems- the community had problems with them, so they stopped being social.
it's not so much that she drinks, more that my neighbour described her as "scary" that worries me to be honest. i mean some people drink a lot and it's fine, but i just don't want any hassle, that's all. we have a lot of problem in this area already, and i don't want to have to worry any more than i do already. thanks for sharing your view darling :]
oh... wow... well I use to have a crazy landlady when I lived in a duplex... she would get drunk and call men over. We didn't get along in the end so we moved.
Still that was a different issue since there were other factors involved.
I'm sure if you get to know them you can eventually explain your situation and they won't bug you as much or be rude for that matter.
that's exactly my plan! :] i won't judge her too much 'til i've met her and spoken to her myself, but if i do find out she's treating her children badly or anything, then i will call someone.

That is terrible. I feel sorry for her children.

When women gossip, we tend to kinda stretch out the truth just a tad bit. I'm sure they are loud when they need to be.
