Hmmm Canada comes close - free beer and condoms (I have so many now, they just kept handing them out!), but no free ciggs, besides the ones my roommate and I secretly smoke (shhhh!). Kinda wish I was still in a dorm though. "Dorm Wardens" are way better than "Student Advisors," definitely. You win!
