when it happened to my kiddo (five years old, littlest in his class) i eventually had to just vote with my feet. NCLB at least gave me the right to yank him out of the school and put him in one where the teachers care quite a bit more and have been far more proactive at maintaining a healthy community.
i thought about reporting it... but at the time i worked for the school district and... didn't feel entirely comfortable with my job prospects after filing a complaint.
people might use a hotline if they felt it would do something.
or at least get advice on how to handle the problem. it made me feel pretty powerless to protect my child for a few weeks, which was awful (nowhere near as bad as what he was going through, though, i imagine.)
