Here's how I think they could really clean up the law and any confusion, but then again I'd like to bring back duels.

Get rid of the whole "you can't be within X to say what you want" crap. Instead, make it clear in the law that, when someone is approached by those that want to pull this crap, shooting them a couple times is totally A-OK and falls under...Oh, I don't care. Self-Defense? Who cares.

That that go on for a little while and watch the protesters start BEGGING for an exclusion zone law. Problem solved.

Do I think that it will actually happen? Pfft. No. I'm just going for a bit of the ridiculous. It's more me trying to balance the least number of rights infringed (Since it bothers me when the state tries to define ANY kind of exclusion zone for rights in general) as well as show the protesters how bad it COULD be. That the law as written isn't just for their victims' benefit.
