I think that's pretty dang reasonable, yeah. I mean if you aren't taking care of someone else's things as agreed to, then you lose 'em, simple as that. And dirty dishes just..festering in the sink for 5 days?? Gross :/
One reason I'm actually glad to not be sharing a bathroom with my sister (there was a door in my wall adjoining the bathroom but it's been sealed off long before parents bought this house) is because of shit like that. Dirty clothes and damp towels piled into a corner, toothpaste EVERYWHERE, shit all over the sink, massive clutter on all surfaces, dust and hair and gosh knows what else on the sink and bathtub.. One day I ever went looking for razors in her bathroom and bumped into the trash can/pile of damp towels and NATS flew out.
Stop giving him chances. Leave a note that says " kitchen clean by the time I get home or you are out" problem solved. You are not responsible for your adult sibling, stop letting him think you are.

Siblings can be gross. (my sister is 20 btw)

If it was his bachelor pad, I wouldn't touch a thing and just let him live in whatever filth he wants to subject himself to.
