Yikes, I don't want it that warm EVER, if I have the option. Seriously, the person cranking the heat needs to invest in some warm clothes or learn to dress in layers, and knock that the fuck off.
If their room is simply a cold spot in the house, there's not much to be done except advising them to get a space heater, and stop dry-roasting everyone else.
I would hook them up with a space heater for their room. We keep our house at 68 for money's sake, but if we could afford to I would likely do 72. Some people's bodies naturally run colder.
It depends on personal preference, climate, and whether you're using electricity or gas to heat - my current roommate and I have our thermostat set to keep it at a minimum of 72 and the A/C kicks in at 78 if she's home (if she's not, I vastly prefer to deal with the heat by hanging out in my undies), but we're both sensitive to the cold, live in a very warm climate to start with, and our apartment is unintentionally situated in a spot in the complex that makes it very energy-efficient.
That said, my previous roommate was so frustrating, because if she thought it was too warm indoors, her very first course of action would be to open the giant double doors out to the patio. I kept trying to point out to her that doing so without attempting to turn the thermostat down would simply drive our heating bills through the roof, but she never seemed to grasp that concept.
We leave our thermostat on 72, because every room in this apartment only has one vent - from the smallest bathroom to the master bedroom. And our heater also does not keep the entire apartment at 72 - it gets uncomfortably cold in the living room and kitchen, regardless of what the thermostat says.
