Lately I've noticed that all the people I see begging at off-ramps are (what I think of as) white people. I wonder what that means in the larger socio context? (What it means in terms of long-range ramifications, upbringing leading to, values imbued, stuff like that)

One thought that comes to my mind is whether the police deal with white off-ramp beggars differently than off-ramp beggars of color.
