The Displace filter scares the shit out of a lot of people, this is the best way to simplify it and show what it is capable of. Here I'm using a picture of myself with text over it. Then I'm adding a severe Drop Shadow to the text and essentially wrapping that shadow over the contours of the image beneath it, in this case that image being my face

but I have been wondering for a while why when I make a graphic
or Icon in photoshop, I upload it to LJ or anything and it
looks really distorted and fuzzy. Why is this, and how could I fix it?

try saving the image as either png (this will be a larger file but less pixel compression) or a high res jpeg file instead. if that works, tada problem solved.
Otherwise, choose edit, color settings and set it to the option for monitor settings that way what you see in photoshop should be what you see on your broswer or other programs. If you have it set to CYMK or some other options colors and such may not translate properly.
