Excuse me; this story is supposed to fit into canon. And besides, it's Bill's wedding night. Does Bill even know Neville?

Of course, it's also canon that after the Battle of Hogwarts Neville was besieged by admiring girls who wanted to help a hero celebrate. Perhaps Rowling forgot to mention the males who also would have put themselves at his disposal?

Ummm I maintain that he does, mainly because in my own personal canon Bill on the eve of his wedding, he followed Charlie out of the Burrow and watched whilst Neville consoled Charlie over his crap haircut and seeds were planted;)

Okay, okay, Bill might have noticed one of Ron's roommates while supporting Harry in the third Triwizard Task, and filed him under "Check back in a few years." But Bill did marry Fleur (although she might have been using her [totally unfair!] Veela powers). Clearly Bill needs to research exactly what (and who) his Ring would prevent him from doing.

As for your vision of Charlie and Neville talking haircuts, ah, if only Rowling had written such a scene. Perhaps Neville might like Charlie's new cut?
