What's the code for hovering over text (NOT a link) and making the cursor change and making that thing pop up (the thing in alt I don't know how to explain)

you just use the alt property in the tag but it only works for the anchor tag and img tag.

the cursor hover code is a CSS property. you can look this up at http://www.w3schools.com
