2. Ying sharing the plans with Winry and not Kabuto was kind of a boo-boo and also kind of a testament to how weirdly she's growing in camp. When she met Kabuto, she was still really protective of her plans. When she met Winry, she was starting to realize that "Hey, it really doesn't matter."
THAT ASIDE, Ying only shares the juggernaut plans with people when she gets something in return for the juggernaut. Like with Winry, she was pushing for some specific juggernaut improvement suggestions. She showed the juggernaut (but not the plans) to Annissina for the same reason. And she showed the plans to RAITO because he was correcting her math. She knows Kabuto's competant and that he's helpful, and she trusts him (But not as much as she trusts Winry or Raito), but at the same time, she doesn't think there's anything he could do FOR her as far as the juggernaut is concerned.
