I used to get those on a really really old PC laptop... I never figured it out because I stepped on it and killed it but I always thought it was like a loose/fraying wire or something.
It might be repairable. It could be something as simple as the backlight getting ready to go, or you're experiancing "dead-pixels." Dead-pixels are generally covered in your waranty with the manufacturer though they sometimes have stipulations for how many effed up pixels you get to suffer with before they'll replace your screen for you.
It's definitely not dead pixels, and I doubt the problem is in the LCD itself.
The lines can get "stuck" on a particular window, so when I drag the window, they move too. This makes me think it's happening before things get stuffed in memory (whether system memory, or just video memory).
My laptop screen is finally fucking up too, but mine has been through almost 5 years of abuse so I'm not surprised. My screen will just get dim and then go black, but if I hold one corner of the laptop it will work fine. It's quite odd.
