It was a Twitter conversation that needed to move out of the 140-char space, so it goes here. I might use this from time to time for that purpose but I don't expect to very often - the userbase here has just grown too small to make long posts worth it unless I'm talking to a specific person or group and directing their attention to it from outside.

The second reason is a fiscal one, hiding behind the social psychology: cyclists are easy targets for aggressive ticketing campaigns, they're slow and unsuspecting to catch and the public doesn't really give two shits about whether the enforcement is fair

I agree, this happens to be a lot of things in the Penal Code anyway. It's a way of making the politician seem "tough on crime" while providing no real service, or, worse yet, eating up resources better used elsewhere.

Worse yet, it's just a distraction of cops, since they're motivated not by protecting the people nor being part of the community, but instead are now de-facto, over-glorfied tax collectors, working against the community, instead of working with it.
