That roughly translates to "call back when there is someone at the desk who knows how to operate the phone system"

*snrk* Sadly, I think this may actually be a very weird and misguided clinic policy -- to shut down voicemail at night and route calls to the main desk. Normally that number gets me through to my doctor's/nurse's phone line.

That reminds me of websites (somehow, this always seems to be sites for banks and similar financial institutions) that are shut down during certain hours. Or there's that Wells Fargo ATM on Market Street between 8th and 9th, that's only open during banking hours. It's like someone never got the memo.
