The rule for 18-year-olds goes like this:

Take your age, divide by two (rounding up), then add seven. This is the minimum age you are allowed to date without being creepy.

You are 23. 23 / 2 = 12; 12 + 7 = 19. 19 is your minimum.

so no, you can't date morgan.
