It was. I'd guess about half the city had changed by the time NERV showed up, and the other half couldn't have been too far behind.

Oh? Ushiku has a population of well into the hundreds of thousands. Those...those things were spreading, and the countryside for miles in every direction was lightly defended. Even now, there are still reports coming in from the few of those things that escaped the bombing radius, and the local police just have no weapons that can hurt them. The army has to be called in to deal with each one. The "escapees" are already causing a death toll in the hundreds, and there's only a few dozen that escaped. Imagine hundreds of thousands of them unleashed on Japan.

What would YOU have done?

I'd have used my Shuffle crest. My Shuffle crest can wipe out DG Cells and impurities like them. If I'd had the chance, I could have stopped them with less innocent people dead!
