That sounds like they're guarding something important. [Which gives him all the more reason to want to check it out. With the way everyone's convinced they're stuck in this place, he wouldn't be surprised if those police had some part in enabling that thought.]

Both. While getting on the wrong side of the police is a stupid idea on it's own, you never know what dangerous things you'd find down there in the dark.
