i think Medicare and Medicaid is not prefect in Changchun !
but i think you can affort the medician by yourself!
the medician is relative cheap!

So far as I know, there are two kinds of medical insurance in china:
1. For those who work for the government or state-owned business, medical expenses will partly be paid by the government, and the amount of money is generally decided by how many years you have worked. For example, if a person have worked for 30 years, probably he needs only to pay 10 percent of the money.
2. For those dose not fall into first category, they need to buy medical insurance themseves, from companies like PICC(People's Insurance Company of China). And according to the contract you signed with the company, they can cover certain amount of you medical expense. And generally, for this kind of insurance, there is an upper limit(maybe 30 or 40 thousand, I dunno exactly).

You mother belongs to the second category, I think. As to the details , you should consult the local insurance companies.
