my appearance has to change

I'm unhappy about the way I look, specifically my hair! It's black but my blonde is bleeding through. It's all untamed, and shaggy, and ugly.

I need suggestions on how to change it.

What color should I go for?

Long or short?

Neat or messy?

Don't tell me to get what I want because I don't know what I want >.
