Punctuation such as comma (,) and period (.) go inside quotation marks, not outside. Only exclamation points (!) and question marks (?) can go outside quotations-- any only if they are not part of the quote.

For example:

Did Margaret ask about "you-know-what"?
-and-
Margaret asked, "Do you know the time?"

Are correct.

Well, given that it's not part of the sentence (rather, it's a self-sustaining quote used for dramatic purposes), the comma is separating the quotation from the paragraph-break.

While I understand that fact, it matters not. Commas always go inside quotations regardless of the circumstance. Same for periods.
