It's the perfect excuse to keep Finn properly in the story, rather than just sporadically appearing in the hallways, I suppose. Rachel needs to deal with him, so he needs to be there. Besides, he has a big part in the end - though, not specifically a good one.

You're kind of on the right track with the duct tape, actually. That's not exactly what they're doing with it, but think similar. Blaine and Puck are a devious pair, and they like to think they've planned for every possibility. The duct tape will definitely have a use at the second party scene (which won't be for a little while, but whatever). It might get used before then, but that's still up in the air.
