The world suffers conversely from a situation of on one hand overcapacity in productive efficency, and underemployment. That is a few workers can produce so much, but then not all the workers are needed to produce... but without some kind of social redistribution the poor lack the currency to purchase what is being produced.
Welfare states mitigate this. They do not solve that fundamental contradiction which is inherent to market economies with individual ownership and increasing olgopilization of capital.
