Under the 30% limit, Toushirou will be able to use his Zanpakutou in its sealed form and in Shikai form. As for his Bankai, he'll only be able to use Bankai Regeneration, Shield of Ice Wings, and Guncho Tsurara. He also won't be able to sustain his Bankai form for very long.
PERSONALITY: When you first meet Toushirou Hitsugaya, you will most likely get the impression that he's a child who's much too cold and solemn for someone his age. Truth is, you're right.
Hitsugaya is the Captain of the Tenth Division in an organization titled the Gotei 13, and he takes his job very seriously. He's always very diligent in getting his paperwork done, as well as being on time to and completing various missions in both the Soul Society and in the Human World. He doesn't like to beat around the bush and would rather get down to business. He believes that personal matters should not interfere in the carrying out of a task. He's very aggressive with his enemies and will refuse to stand down unless he recognizes their skill level as being far above his and any of his subordinates'. He's always working towards not necessarily what he personally wants, but rather what he feels will lead towards a favorable outcome for the greater whole.
Hitsugaya's been recognized before as a "child prodigy" for developing both a high skill level and impressive intelligence for someone so young, as well as for being very mature for his age. This is true- in fact, he's outwardly more serious than a lot of the older Shinigami and even some of his fellow captains. He's got a furrowed brow accompanied by a frown almost 99% of the time and is hardly ever seen wearing a smile. He harbors low to no tolerance for being addressed as anything but "Captain Hitsugaya", especially when he's identified as an elementary school student. In fact, he hates being acknowledged as a little kid as well as being called "Shorty" more than any other informal address. Likewise, he detests anything that he considers to be childish, such as children's toys and school uniforms that appear to be fitting for young boys.
Despite his incredibly pensive and irritable personality, Hitsugaya is fully able to form strong relationships with other people. He's shown to have respect for quite a few people in the series, and is even shown worrying over the well-being of some of these individuals. He does know how to appreciate the efforts of others, should things turn out successfully, though he doesn't always make his feelings of gratitude evident.
The most prominent relationship involving Hitsugaya would be the bond he's formed with Momo Hinamori. She is undoubtedly one of, if not the most important person to him. She was the only child in the Rukongai District he grew up in to befriend him, being one of the only people able to look beyond his icy exterior and see that he has a good heart. As a result, Hitsugaya has a tight friendship with her. His level of respect for her is off the charts; she's the only one who is allowed to get away with addressing him by his given name, and won't be seriously annoyed with her should she call him by any nicknames. In fact, not only is he exceptionally lenient with her, but he's also developed a huge sense of protectiveness over her. It works like this: hurt Hinamori, and Hitsugaya will make it his goal to make sure you never mess with her again. However, he is aware of Hinamori's strength, and will not interfere in her battles if she's able to fend off or defeat the enemy on her own.
Likewise, Rangiku Matsumoto has also earned Hitsugaya's respect in that context. Because she's his lieutenant, he recognizes Matsumoto's abilities, and believes that she's able to fight her own battles, though he will step in if she's near defeat, should he not be occupied with one himself. In return, Matsumoto is usually always seen by her captain's side, and is willing to protect him at all costs. Though at first it might seem as though Hitsugaya's bond with her is strictly business, it turns out that they've become really close over the years they've worked together as captain and lieutenant. Matsumoto constantly pokes fun at him for nearly everything- his height, his childlike appearance, and even for something as trivial as interacting with a girl in the Human World. Though she usually succeeds in provoking him, Hitsugaya's quite tolerant when it comes to her mockery. However, he's shown to have mastered the art in berating her for being simply too lazy to finish her paperwork, or for skipping work to go out drinking. Nevertheless, it's obvious that Hitsugaya does care about Matsumoto, even showing extreme thankfulness when she risked her life for him even after he became a "traitor" to Soul Society.
It's also slightly inaccurate when one believes that Hitsugaya's generally an icy person; even though he tries not to get involved with other peoples' business, he'll help others on occasion when he feels it's necessary. Though he had gotten himself involved with Karin Kurosaki's personal life by participating in her soccer game for business purposes only, he did show feelings of respect and understanding towards her. This is made evident when he had passed her the ball to score the final goal, since it was her team he'd been helping. He also saved her from being attacked by a Hollow. Also, during that time, when she concerned about her brother, Ichigo Kurosaki's safety, Hitsugaya reassured her that Ichigo was doing well to relieve her of her worries.
Ironically, even though he reminds his subordinates to not mix personal motives with work, Hitsugaya's relationships are what hinder his ability to do as such. He's shown numerous times making almost irrational decisions that are fueled by his desire to protect and help the people he cares about. Hitsugaya had endangered himself during the two events where Aizen had severely wounded Hinamori, by charging recklessly with only one thing in mind: to kill Aizen, despite the fact that he's hax clearly much more powerful than Hitsugaya. He was also even classified as a traitor at one point after he abandoned a mission to chase after the enemy, who'd been Hitsugaya's friend in the academy. Soul Society had the impression that he had been meaning to join with the enemy; though this was not the case, Hitsugaya was aware of it, and even made himself appear to be a betrayer by attacking other Shinigami.
