Hm. Dissertation Abstract International does this for dissertations - I declined to order hard copies as my hard copies of my MA Thesis just take up space (though I've given some away over the years). But you retain the copyright. I'm skeptical - I'd do some googling, maybe ask around at Preditors and Editors or Writer Beware.

Yeah i received the same e-mails for my PhD and MSC works. It sounds kind of sketchy especially considering in my theses chapters are already published in journals. Tempting but if they refuse to give a phone number that sounds rather grey to me.
