The Art Bell letter is a hoax. The real Art Bell has made repeated claims that he never wrote that letter. The "letter" was printed in the Inquirer some time in 2001 under the assumption that the letter was legitimate. Bell then sued the Inquirer for it. The PDI has since then apologized to Bell.
It should be noted that Bell's wife, Ramona, is half Filipino.
