Slow II caps at 39%, which is calculated with your MND and the targets MND. Not really something you can fully calculate properly or accurately as data like that is not something we have access to.

Best way you could test is via Ballista, as taking from the wiki:
An effect of 100% Slow will double a weapon delay value; e.g. a weapon with a delay of 509 normally takes about 8.5 seconds before an attack can be initiated. With +100% slow, this delay would be treated as 1018, or 17 seconds before an attack would occur.As for Valor Surcoat, my guess is the enmity and rarity in the piece. The new ACP body is mostly seen as an equip switch piece for /NIN from what I've seen. I don't have personally, as I am not wasting $10 for 1 piece of gear ( ... )

SlowII I was more wondering whether I should cap it to level 5? My THF is 66, just need to finish it up; although 66-75 sucks. &I did my first SMN burn yesterday, if i could finish SMN like that, it'd be wonderful. Feels like cheating though; I don't like it minus the amazing exp.

Depends on how serious you want to play RDM, and if you want to put that many merits into it. If you only play it casually, I wouldn't take it past Lv1-2. If you actually play RDM serious and such, then you might want to consider it.

Valor Surcoat is simply a rare piece. When you're co-tanking with someone and are familiar enough with each others tanking abilities to know how to do it, the Cover enhancment(% of Dmg to MP) is quite nice.

The ACP body does have more +1 more Enmity and more VIT, but it doesn't have much more potency beyond being a solid piece for /NIN. It's also $10, as somebody said.

Not to mention after a certain point on PLD, VIT doesn't really do a whole lot. It's been a long time since I researched it, so I don't want to spout technobabble, but an example would be: I could stack an assload of VIT and go tank Fafnir, but he'd still hit the same amount as he would if I didn't have +60 VIT. Something about diminishing returns.

The way I heard it explained on BG once was, putting merits into slow II doesn't increase what it will cap it, it only helps you reach the cap with less total MND, and there is the magic acc bonus but landing slow II is usually either you'll land it all the time or you need elemental seal. Since you're taru, you prob need more slow II merits to get a chance to hit the cap.

WHM: It depends on what the cap is. I don't recall any tests with regards to casting time reduction or whether certain gear bypasses this cap. It also depends on how the reductions are calculated. If we assume 50%, regardless of how you apply the bonuses, you will never hit the cap ( ... )

I'm debating whether to get the "best BLM hat" (4INT and 2Magic Attack) vs. a Cure Potency hat. Maat's Cap is like a 1INT loss (kinda) so it's not too big. Then again, Cure Potency doesn't really make too big of a difference and I'd be missing out on the best headpiece.
